I. Call to Order @ 1:07pm
Elton Thanked everyone for coming, and introduced all new attendees.
II. Meeting Documents were distributed and explained by Elton.
Documentation: voting sheet, Agenda, Region 10 gaps and goals summary, CVP vehicle request summary, Region 10 committee Make up and voting rights sheet, Region 10 bi-laws, FTA drug and alcohol testing announcement, Easter seals project opportunity sheet.
III. Committee membership
A motion to activate Opportunities for Access (OFA) CIL as a voting member was made by Dennis Quast and seconded by Debra Staggs. The motion carried. Mike Egbert was present to represent OFA.
IV. Section 5310 CVP Discussion and Endorsement
Each application was presented in the following order:
1.CILA Corp. was presented by Gidget
2.Clay County Rehab’s application was presented by Elton including a letter of communication from Nancy Travis to be read in her absence.
3.ARC’s application was presented by Dennis
4.CEFS’ application was presented by Kristie
5.RIDES MTD’s application was presented by Debra
6.CTF’s application was presented by Elton
7.Lawrence Crawford association’s application was presented by Elton
After each presentation there was discussion including:
Concerns over wait times of over an hour for public bus rides which is against ADA requirements. It was brought up that a waiver can be obtained from ADA to allow such wait times.
Concerns of weather or not RIDES MTD could provide off hour services and other specialty trips. Debora assured several times that RIDES could provide these trips.
There was also discussion about avoiding the creation of “funding Silos”.
There was discussion about CILA type residential homes and weather or not every home needed a vehicle. A conclusion was that they did need vehicles but if several homes existed in one town then those homes should be able to share vehicles within a town or specific area.
At the end of each presentation a closed vote was made by the committee members on weather or not to endorse each application.
V. Open Discussion
Elton announced that the next meeting would be tested out as an online meeting and that I would be held in the latter part of March 2011 in order to avoid conflicts that might arise in April as April is often the start of a new fiscal year for some agencies and thus a busy time of year.
Elton stated that the next meeting would focus on plan revisions, subcommittee development, and bylaw modifications.
