Call to Order: The quarterly HSTP meeting was called to order at 11:02 a.m., by Chairperson, Jimmy Leadingham, at Wesley United Methodist Church in Mt. Vernon. Spero Family Services was the host.

Introductions: All attendees introduced themselves and their agencies.

Approval of August 2024 Meeting Minutes: The minutes from the previous meeting were reviewed. No additions or corrections. Motion to approve by Brianna Gilson, seconded by Ron Gorst.

Regional Plan 2022: Riley Anderson presented the Regional Plan updates to the group. There was a discussion among the group of updates. Monroe-Randolph Transit District put out the RFP for the route study and it will be closing on December 2nd. Rides Mass Transit District is expanding their fixed routes in Williamson County. Jax Mass Transit’s new website is live (ridejax.com).

Regional Plan 2025: Riley Anderson presented the Regional Demographics/Charts data for the Regional Plan. She made the updates to the charts based on the comments and opinions from the group at the last meeting. There was a discussion about including St. Clair County in the charts data. As St. Clair County has a large urban area and is already covered by East-West Gateway Council of Governments Human Service Transportation Plan. Terri Finn shared that the Regional Plan will discuss rural St. Clair County. Riley and Terri also shared the data from the surveys gathered and asked everyone to keep these copies and bring them back to the next meeting with your thoughts as we will be discussing the gaps and needs and the plan of action.

Transportation Concerns: No concerns were mentioned by the committee.  

General Discussion: IDOT Updates – As Dave Maziarz was unable to attend, Riley Anderson shared the IDOT updates that Dave provided. Zoe Keller is in Indiana looking at pilot models of light duty and medium vehicles. The pilot minivans will be complete in December. Please keep an eye out for communications from the CVP section. Reminder that annual certifications are due Wednesday, the 27th. Riley Anderson will send out a reminder email to the agencies we haven’t received annual certifications from yet by Friday.

Handouts/Resource Materials – Riley Anderson went through the handouts.

Set Meeting Dates/Locations for 2025 – February 19th via Zoom. May 21st will be at ComWell in Redbud. August 20th will be at the Epilepsy Foundation of Greater Southern Illinois in Belleville. November 19th will be at South Central Transit in Centralia. We will be electing the new Chairperson, Vice-Chair, and Secretary in February.

Adjourn: Mark Bollmann motioned to adjourn at 11:57 a.m. and Kari Docherty seconded the motion.
