I.                    Call to Order: The quarterly HSTP meeting was called to order at 11 a.m. by Chairperson Matthew Lingle. Lawrence-Crawford Association for Exceptional Citizens in Robinson was the host.

II.                 Guest Speaker: Matthew from Lawrence-Crawford Association of Exceptional Citizens was the guest speaker. The agency is a non-profit that has been open since 1979 and provides services for individuals with intellectual and developmental disabilities. Clients perform janitorial services for local businesses; including Hershey’s, United Life Care, Rides MTD, etc. Along with window washing for forty-three businesses and cleaning parking lots and groundskeeping and volunteer work.

III.              Introductions: All attendees introduced themselves and their agencies.

IV.              Approval of January 2025 Meeting Minutes: Matthew asked everyone to review the minutes from the January meeting. No additions or corrections. Motion to approve by Cory Young, seconded by Shana Holmes. The minutes were approved.

V.                Regional Plan 2022: Riley Anderson presented the Gaps and Needs with updates from the previous meeting. There were no new updates from the committee. Riley called for a motion to approve finalizing the 2022 Regional Plan. Shana motioned to approve, Jeffrey Drake seconded the motion.

VI.              Regional Plan 2025: Riley presented the 2025 Regional Plan. It was open for comments until April 1st. The group discussed the gaps and needs that will be addressed in the next three years of working on this plan. Along with the coordination successes from the previous plan. Nathan Nichols motioned to approve the plan, seconded by Corey.

VII.           Transportation Concerns: Shana mentioned that there is a reimbursement available from the senior center for caregivers/family members who provide transportation for medical trips for a dependent. This covers nine counties.

Agencies are in the process of picking up the IDOT CVP buses they were awarded. So far, Marion Co. Horizon Center, CIPT, Rides, CILA Corp., and Community Support Services have received some/all of their vehicles. CIPT brought up a concern with the rear entry vans. They have raised floors and no support bar, along with no foot rest for the back seat leaving passengers dangling.

CILA Corp. still has money from insurance claim of a vehicle wreck sitting in a bank account. IDOT has not given further instruction on what to do with money since 2022.

Rides Mass Transit has received 5339 funding that will allow for an extra 13-16 new vehicles to replace aging vehicles in their fleet.

Community Support Systems has received a rebate check from Chrysler after picking up one of their CVP vehicles. IDOT told the agency to hold on to the check until they receive an answer on what to do with it.

VIII.        General Discussion:

a.       IDOT Updates: There will be a CVP application available this summer. It is important to participate in the HSTP meetings and be in compliance if you would like to apply for IDOT vehicles. CVP vehicles that were awarded in the last cycle are in the process of being delivered.

b.      Handouts/Resource Materials: Riley went through the handouts.

c.       Next meeting is July 15th at CILA Corporation in Flora

IX.              Adjourn: Shana motioned to adjourn at 11:52 a.m. Darlene McCoy seconded the motion.
