        I.            I. Call to Order: The quarterly HSTP meeting was called to order by Riley Anderson at 11:01 a.m. on Zoom.

     II.            II. Introductions: All attendees introduced themselves and their agencies.

  III.            III. Approval of October 2025 Meeting Minutes: Riley asked everyone to review the minutes from the October meeting. There was one correction noted by Jeffrey Drake. Motion to approve with correction by Shana Holmes. Darlene McCoy seconded the motion.

  IV.            IV. Regional Plan 2025: Riley presented the updates to the committee. Gidget Simpson motioned to approve the updates, Shana seconded. There was a discussion of what agencies are doing to meet the gaps and needs in their communities. Central Illinois Public Transit (CIPT) is conducting their annual rider surveys.

Rides Mass Transit launched a new website in January. It will allow riders to virtually schedule their trip. The agency also has a new app available to riders where they can request a ride on the fixed route service. Southeastern Illinois Agency on Aging had questions about the new app.

Community Support Systems is renovating the Teutopolis location and combining two locations into one.  

Marion Co. Horizon Center is opening new CILA’s in Lebanon, Carbondale, and Godfrey.

    V.            V. Transportation Concerns: No concerns were raised.

  VI.           VI. General Discussion:

a.       IDOT Updates: Dave Maziarz shared that 5311/DOAP applications are due April 1^st. If you have any questions reach out to your Project Manager.

b.      HSTP By-laws: The By-Laws are to be reviewed every other year. There were no comments or corrections noted.

c.       Handouts/Resource Materials: Riley went through the handouts.
