  1. Call to order: The quarterly HSTP meeting was called to order at 11:04a.m. by Jimmy Leadingham.  Introductions by all attendees were done.  
  2. Approval of February 2023 minutes: No additions or corrections.  Motion by Mike Egbert, 2nd by Ron Gorst to accept the minutes. Motion approved.
  3. Guest Speaker: Tunezia Badger from Spero Family Services 
  4. Tunezia shared information about all the programs that Spero offers. Spero uses IDOT vehicles for their transportation needs which includes outings. They have 32 children currently on campus. They are expanding and will have a ribbon cutting on May 24th. 
  5. Regional Plan discussion: Agencies are still dealing with driver shortage. The committee discussed CDL licensing requirement and hiring, which is not helping the hiring process at all. There was also discussion about disruptive clients who may need an aide or other attendant care to help during trips.  Shawnee MTD has reached out to their local mental\behavioral health agency for assistance.  Other contact suggestions were the Dept. of Rehab, Visiting Nurses, and the Southern Illinois Center for independent living. Terri Finn will update and rewrite coordination gaps section. 
  6. Transportation concerns: Ken Sharkey informed the committee of vehicle replacement ordering thru Midwest Transit and Enterprise leasing plan. He also shared Monroe/Randolph Transit will be doing 3 deviated fixed routes in St. Clair Co. for residents in the rural areas not served by St. Clair Co. Transit District\ATS.  These routes will travel to SWIC and medical hubs and this could also relieve Millstadt Senior Center of some of the trips they are taking into the medical hubs in the county. Discussion on electric vehicles, infrastructure, etc. Monroe/Randolph Transit is expanding.  A new facility is expected in 2-3 years, new marketing and website. They are also working with local towns on new routes and intra-city routes. 
  7. General Discussion: Dave Maziarz from IDOT spoke to the group about IDOT being represented at the HSTP meetings.  IDOT is trying to establish a presence around the state and participate in local meetings to be more in touch with everyone around the State. IDOT is also working on a better understanding of agency struggles. We can reach out to IDOT with any issues. Terri Finn and Riley Anderson are doing 5310 reviews so if your agency hasn’t had a review yet…GET READY. Handouts – Riley Anderson went through the handouts and noted that she, Terri Finn & Shawnee MTD were noted in the TransReport this quarter. 
  8. Next meeting-August 16th at Shawnee MTD in Vienna 
  9. Adjourn: Motion to adjourn at 11:40 a.m. by Mario Fennoy, 2nd by Ron Gorst.  The meeting was adjourned at 11:48am.
