Call to Order – The Region 9 quarterly HSTP meeting was called to order at 11:08 a.m. by Chairperson Nathan Nichols.

Introductions – All of those in attendance introduced themselves and announced their agency as well as what their favorite thing about Fall is.

Approval of June 2024 meeting minutes – Motion by Sara Nollman-Hodge, seconded by Mike Egbert. The minutes were approved with no additions or corrections.

Guest Speaker – Susan Thomas and Joe Domer from Agency for Community Transit/Madison County Transit were the guest speakers. They gave a presentation on an overview of ADA rules/guidelines and how they assemble their routes. MCT/ACT offers a travel training program in house. SIUE students are among the main user of the program. This allows new riders to be introduced to the route, where to walk, where the stops are, and who their driver is. MCT’s fixed route is free for riders with a disability who qualify for ADA paratransit service. Hours of service include: Monday through Friday 4 a.m. – 1:45 a.m. on select routes, Saturday 5:40 a.m. – 1:45 a.m. on select routes, Sunday 6:50 a.m. – 9:30 p.m.

Regional Plan – Riley and Terri discussed the Region Plan that is a work in progress. Riley went over the charts with the group to get input and approval. Terri went over the survey results we have received thus far. The group was reminded to fill out the surveys for their agencies if they haven’t already and to share the community/existing rider surveys and send Terri and Riley the responses. Transportation Provider/Agency surveys still need to be completed. It is important to participate in the plan as to show what is needed.

Riley went over the gaps and needs from the 2022 Regional Plan. No one had anything to add to the plan.

Transportation Concerns – There were no concerns noted.

General Discussion – No IDOT updates. Riley shared updates from the IPTA conference that was last week. Findings are a work in progress for the 5310 reviews that Terri and Riley did with the agencies. Keep an eye out for an email from blackcat/IDOT once the findings are published. Please reach out to Terri and Riley if you have any questions. Zoe Keller is waiting on the Technical Service Contract to be signed and then they will have a date for vehicle deliveries. It is expected to be 12-18 months. It was mentioned that IDOT is looking for feedback from the 5310/5311’s in regards to “If IDOT was to hold trainings, what is needed?” The responses included vehicle procurement training and compliance with 5310 reviews training.

If you haven’t already, please take the Next Move Illinois survey. It is important to participate in this survey as this plan will outline transportation goals and objectives.

Adjourn – Felicia Voelkel motioned to adjourn with Eric Robke seconding the motion. The meeting adjourned at 11:45 a.m.
