        I.          I. Call to Order: The quarterly HSTP meeting was called to order at 11:02 a.m. by Chairperson Matthew Lingle. CILA Corporation in Flora was the host.

     II.          II. Introductions: All attendees introduced themselves and their agencies.

  III.          III. Approval of April 2025 Meeting Minutes: Matthew asked everyone to review the meeting minutes from the January meeting. No additions or corrections. Motion to approve by Nathan Nichols, seconded by Cory Young.

  IV.           IV. Guest Speaker: Amy Marley from Lawrence County Health Department was invited to be our guest speaker. She was not in attendance.

    V.           V. Regional Plan 2025: Riley Anderson presented the updates to the committee. There was a discussion of updates. Rides Mass Transit is introducing fixed routes to Mt. Carmel and Paris that will operate Monday through Friday from 8 to 5 p.m. The new routes are anticipated to start August 1st.

CIPT has introduced Discounted Grocery Days, a fixed route that operates in select areas. Once a month, riders can travel from Shelbyville to Effingham/Mattoon for grocery trips/shopping. On the third Friday of each month, riders can travel from Altamont to Effingham. Every Thursday, CIPT travels into Moultrie County for shopping in Mattoon.

For Senior Day on August 11th at the Illinois State Fair, CIPT is providing transportation to the fair for seniors in 3-4 counties within their service area. Per FTA rules, CIPT provided a letter to charter agencies.

  VI.         VI. Updates to the HSTP Region 10 Bylaws: Riley presented the updated Region 10 bylaws to the committee. She read through the bylaws. No additions or comments were made. Motion to approve by Cory, seconded by Meredith Cornwell.

VII.         VII. Transportation Concerns: There was discussion regarding flex time changes, specifically employees requesting time off. The committee also discussed recalls with the recently delivered CVP vehicles, citing issues with the A/C and lifts.

VIII.      VIII. General Discussion

a.       IDOT Updates: There was no IDOT personnel present. It is anticipated that there will be a CVP application available this summer. CVP vehicles that were awarded in the last cycle are near the end of being delivered.

b.      Handouts/Resource Materials: Riley went through the handouts.

c.       Next meeting is October 21st at CIPT in Effingham at 11 a.m.

  IX.       IX. Adjourn: Cory motioned to adjourn at 11:52 a.m., Darlene seconded the motion.
