Meeting was called to order at approximately 1:00pm & everyone in attendance introduced themselves.

Handouts were provided & Elton gave a brief explanation of each. Elton & Terri went over the list of the regions Gaps, Goals & Strategies explaining that by the next regional meeting an updated list would be presented to the committee to be discussed & voted on for submittal to the Regional Plan. Members were asked to provide input to the HSTP Coordinators so an accurate list can be made.

Elton gave a brief rundown of how the CVP application review by the Coordinators went & explained the endorsement voting form that was provided for each voting agency. No new members were voted on to the committee for voting purposes at this time. There was some discussion on the application for the O’Fallon Rotary Wheels as some members stated the application should have been sent to East West Gateway MPO for endorsement. It was finally decided that this committee was the appropriate committee. Mr. Witter was invited to attend all Region 11 meetings, become a voting member & work with other providers in the area to coordinate services.

CVP Applications

The following agencies presented information on their CVP applications & an explanation of the need for new vehicles:

Shawnee Mass Transit-12 replacement

South Central Transit-30 replacement

Human Support Services-1 replacement

Monroe-Randolph Transit-8 replacement & expansion

Human Services Center-8 replacement

O’Fallon Rotary Wheels-2 replacement

5 Star Industries, Inc-2 replacement

Touchette Hospital-2 replacement

Jackson Co. Transit-3 replacement

Gold Plate Sr. Program-3 replacement

Some members of the committee voiced concerns, during presentations, about the lack of coordination that is occurring between some of the human service agencies & county transit providers. Some of the service agencies stated that with the clients that they serve, public transit providers can not meet all the needs of the agency or clients. Transit providers stated that while not all of the needs may be able to be met, some possibly could if given the opportunity. After much discussion, all agreed to do more to coordinate services with each other. All applications were voted on & the HSTP coordinators will have results to everyone via email tomorrow.

Elton informed the group that he is planning to have the next regional meeting via the internet if there are no objections. Everyone agreed that would be fine. The next meeting will be planned for the end of March & the committee will be informed of more details as they occur.

Meeting was adjourned at approximately 2:25pm.
