Region 10 Meeting Minutes
March 14th, 2012


1. Meeting was called to order by Arnold Herman at 11:04am

3. Sub-committee Report

a. The update from the Gaps and Needs Sub-committee stated that all gaps are currently being addressed and the strategies are being worked on. Several JARC and New Freedom applications address some of the current gaps. The sub-committee is on break and will reconvene after IDOT has awarded the JARC/NF grants. At that time the group can reassess the gaps that are not being addressed by the new projects. Estimates time of break is six months.

b. It has been discussed that an annual meeting should be held for all transit agencies in Regions 9, 10 & 11. Since several gaps are listed in all the HSTP for all three regions, it may be beneficial for the agencies to have an annual meeting to discuss Regional approaches and seek better coordination.

4. JARC and New Freedom Applications

a. Bill Jung of RIDES MTD presented his New Freedom Project that consist of introducing better technology for the riders through a web based application. Bill Jung then presented his JARC Project that consisted of introducing an employment shuttle that would span 7 counties wide in the northern part of Region 10.

b. Christina Brisnke of CIPT present their JARC application. They are hoping to hire additional drivers and Mobility Managers for public outreach and education initiatives in all counties. In addition, time and days of service would be increased.
All voting members scored the projects on a secret ballot and turn them immediately into Jaime and Terri. These ballots will be tallied after the meeting has adjourned and the applications will be notified if the committee endorsed their projects.

5. General Discussion

a. Jaime discussed the importance of travel trainings and gave a brief overview of the most recent training with Arnold Herman and his staff at Lawrence-Crawford Assoc. All interested agencies were encouraged to contact Jaime or Terri for further information.

b. A brief overview of the Veterans Transportation Initiative was discussed. A review of the current project and applications for the second round are due to IDOT by April 6th, 2012.

c. CVP Applications were discussed. Call for Projects was announced and the applications have to be to the HSTP Coordinators no later than April 6th, 2012. It was mentioned that the coordinators will be absent the first week of April so if your agencies needs technical assistance please get in contact with them by the end of March. Rae Williams with Career Development Center in Fairfield, Illinois inquired about CVP application and the requirements. The committee had an open discussed to explain the requirements and the people that Rae would need to contact. It was stressed that participation in the HSTP Committee was a requirement before and after an agency is awarded a vehicle.

d. Dates and location of the future meetings was discussed. The special CVP meeting requires the attendance of applicants and voting members. This meeting will be held at the Olney Public Library on April 25th, 2012 at 1pm. The next quarterly HSTP meeting will be held on June 20th, 2012 at 11am at the Albion Senior Center.
