The quarterly HSTP Region 10 meeting met at Career Development Center in Fairfield.  Mark Auten, Vice-Chairperson, called the meeting to order at 1:03pm.  Introductions were done from all attending.  Terri Finn asked for approval of the March 12, 2013 meeting minutes.  Dennis Quast
made a motion to accept the minutes and Dayo Adenekan 2nd the motion.  Motion carried.

Terri Finn started the discussion of the CVP applications and asked the applying agencies to provide information to the Committee on their request.
1. Dennis Quast (ARC) stated that ARC serves clients in day programming, residential & employment transportation.  They are requesting a vehicle that will replace a 2005 van that has over 100,000 miles and is inaccessible.  ARC currently has a client in the residential program that is legally blind & other clients that use walkers.  An accessible van is needed to better serve the needs of these clients.  ARC also benefits from having vehicles available for 24 hour use in cases of emergency.  Service contract with RIDES MTD.
2. Mark Auten (TRADE) stated that TRADE services residents with developmental disabilities in 5 homes with approximately 80-85 riders.  TRADE currently has vehicles on the road throughout the day with 2 interstate rest area runs 2x’s daily for employment.  TRADE is requesting a minivan.  Service contract with RIDES MTD.
3. Dayo Adenekan (CILA) stated that CILA provides services to developmentally disabled residents and uses vehicles for medical, social\recreational, after hours, and emergency transportation.  CILA currently has 9 residential homes & 5 vehicles and is requesting 1 vehicle.  CILA expects to be expanding over the next 2 years with the addition of a new residential home.  Services are coordinated with Clay Co. Rehab & CIPT (when possible).
4. Betty Cox (CCRC) stated that Clay Co. Rehab Center serves 165 residents with developmental disabilities and runs 73,000 trips per year.  They are requesting 3 medium duty vehicles to replace 3 older, high mileage vehicles.  Services are coordinated with CIPT (when possible).
5. Rae Williams (CDC) stated that Career Development Center provides day training to clients with developmental disabilities.  The agency currently has 1 minivan with over 200,000 miles.  Their transportation needs include taking clients on social\recreational outings, medical appointments\ER visits.  Service contract with RIDES MTD.

Debra King spoke of coordination efforts with CIPT.  Debra described the Effingham Co. progress, stating the policies and procedures are now in place.  RIDES & CIPT will begin honoring each other’s fare tickets, and are trying to educate the public of this information.  CIPT will have 1 phone number for the scheduling department that will be a coordinated effort between both agencies.  Senior citizens will have a number on a passenger ID card.  Ridership in Effingham Co. is increasing and at this time the agencies report that all is going well with the system.  Christina Brishke added that since receiving the JARC grant, CIPT can start to increase their transportation hours.

Dennis Presley spoke to the Committee about the misuse of emergency services (ambulance) by the general public.  RMTN is trying to track the misuse and provide the public with better options.  RMTN will receive New Freedom funds that will be for start up of a 1 Call Center that will, at first, concentrate on the medical facilities on the Rt. 13 corridor and assist hospitals, case managers, the public & other programs to access public transportation for patients needing transportation.

The next Region 10 Committee meeting will be held on Sept. 10th, 2013 at 11:00am in Teutopolis & be hosted by ARC.  The exact location will be announced closer to the meeting date.
Debra King motioned to adjourn & Rae Williams 2nd the motion.  The meeting was adjourned at 2:10pm.
