The quarterly HSTP meeting was called to order at 11:03 A.M., by Chairman David Riegel, at Senior Services Plus in Alton.  David called for all present to introduce themselves.   

 

The minutes from the September 7th meeting were reviewed.  Jill Jones made a motion to approve those minutes.  Sherry Hicks seconded the motion.  Motion carried, minutes approved with no additions or corrections.

 

Tour of Senior Services Plus:

Executive Director, Jonathon Becker, welcomed the Committee and provided some information about the agency.  The agency is viewed more of a community center than a senior center.  They serve approximately 30,000 people per year.  There is a focus on wellness as seen during the tour by the many areas designated for exercise.  There is a café that also does catering for local events as well as the meals delivered thru the Meals on Wheels program.  There is a greenhouse on the grounds and many of the fresh fruits & vegetables are used by the café.  The agency is raising funds for an expansion to the building.   Gail Lee is the Activities Coordinator and can be contacted for more information on any of the services & programs offered.

 

General Discussion

 

·         HSTP Regional Plan Update: Terri Finn had provided an email to the Committee with the final version of the HSTP Regional Plan.  Since there had been no more requests for changes, she sent it to IDOT, posted on the SCIRP&DC website and the HSTP blog spot.  Terri also handed out a list of all agencies listed in the Plan’s Provider Inventory, showing trip differences from the 2014 plan and the 2017 plan.  This can be used as a reference during the 2018 CVP process.

 

·         Agency Information\Updates:

o   Melissa Schilling introduced herself as the new Mobility Manager for CIPT.  She will cover the counties of Effingham, Clay & Fayette. 

o   FAYCO announced that their longtime vehicle manager, Dorothy Lach, is retiring and will be replaced by Pam Lawler.

o   Denise Bradley provided information on Centerstone‘s (a DHS grant funded agency) services; mental health, Dr’s, outpatient treatment.  Each patient is assessed on the types of services they may individually needed.   The agency is also a resource center for those needing a linkage to food pantry’s, Medicaid, and homelessness issues.  Denise is excited to learn more about HSTP and become more involved with the transportation process. 

·         New Business:

o   Terri Finn reported that Jeff Waxman has shared information about a webinar, scheduled for Dec. 12th, on changes to drug & alcohol testing\procedures.  Documents from this webinar are to be posted afterwards and she will forward whatever is received from Jeff W.

o   IDOT held a maintenance training at Sangamon MTD and Mike Healy held a private session with HSTP Coordinator’s, also.   

o   Terri Finn also reported that she has heard back from Mike Healy on the 1st Aid Kit issue, that had been discussed a previous meeting(s).  MidWest Transit sent Mike information stating that small commercial buses and minivans are not required to have kits at all.  Kits that are provided in IDOT vehicles exceed any requirements.  Terri provided the email received from Healy & MidWest as a future reference to those that may encounter further problems.     

 

·         Next meeting:

o   The Committee agreed on the following dates for 2018 HSTP meetings

§  March 8th will be hosted by Bond Co. Transit\Sr. Center in Greenville

§  May 10th will be hosted by the Glen Carbon Sr. Center

§  Sept. 13th will be hosted by South Central Transit in Centralia

§  Dec. 13th will be held via conference call and Terri Finn explained the stipulations that IDOT expects of conference calls.

 

Adjourn:

Michele Suwe made a motion to adjourn.  Sherri Bassen seconded the motion.  Meeting adjourned at 11:54am.  Lunch was provided by Sr. Services Plus.
