Call to Order: The quarterly HSTP meeting was called to order, via Zoom, at 11:09 a.m. by Riley Anderson.

Introductions: All attendees introduced themselves and their agencies.

Approval of August 2023 Meeting Minutes: The minutes from the previous meeting were reviewed. No additions or corrections. Motion to approve by Mario Fennoy, seconded by Rob Wilson.

Guest Speaker: Mark Harrison from Gonzales Companies, Inc. was the guest speaker. He shared information about the St. Clair County Metrolink Extension to Mid America Airport. The project will include a 5.2-mile extension of MetroLink Light Rail System from existing Shiloh-Scott Station to MidAmerica St. Louis Airport, a new MetroLink passenger station at MidAmerica St. Louis Airport, a 5-mile extension of the Bike Trail from Shiloh-Scott Station to MidAmerica St. Louis Airport, 0.3-mile Rieder Road Extension from Wherry Road to SAFB Cardinal Creek Gate, 2.4-mile Access Roadway from Rieder Road Extension to Airport Boulevard. The extension also includes additional roadways including Frontage Road. He shared a slideshow presentation with photos of the construction that is underway and project layout. Major construction began in spring of 2023. The major construction activities are scheduled to be completed late winter of 2025 with testing and startup happening in 2026.

Regional Plan: Terri Finn presented the Regional Plan updates to the group. Terri suggested adding transportation infrastructure to the plan; to include any new construction, bus stops, vehicles, etc. to the plan.

Transportation Concerns: No concerns or agency updates were shared. Sherri Bassen from SCT mentioned IDOT’s CVP Awardees announcement. Riley congratulated everyone who had been awarded vehicle(s) and reminded those that had received an email from Zoe Keller at IDOT regarding vehicle type to follow up if they haven’t already.

General Discussion: IDOT Updates-No IDOT personnel present. Riley mentioned CVP awards and that delivery of vehicles could take a while. As for new applications, there is no current plan to make applications available this year, per David Maziarz email.

Handouts/Resource Materials-Riley went through the handouts.

Rachel Newsome provided information on the St. Clair County Reunification Day event planned in April and shared a flyer with the invitation of time and place with the group. If interested, Riley has a copy and can email it to whomever is interested.

Next Meeting-The next meeting is May 15th in Anna at Shawnee Mass Transit’s new facility.  

Adjourn: Mario Fennoy motioned to adjourn at 12:00 p.m. and Mark Bollman seconded the motion.
