I. I. Call
to Order – The
Region 9 quarterly HSTP meeting was called to order at 11:03 a.m. by
Chairperson Pam Jones.
II. II. Introductions – All of those in attendance
introduced themselves and announced the agency they represent.

III. Approval
of March of 2025 Meeting Minutes
– No corrections noted. Wendy Settles made a motion to approve the minutes.
Felicia Voelkel seconded the motion.

IV. Guest
Speaker: Macoupin County Public Transit – Peggy Dunn from Macoupin Co. Public Transit (MCPT) was
the guest speaker. She has been with the agency since 2004. Peggy discussed the
timeline of the agency, transportation services offered, fares, and
transportation policies. The agency started with three vans and three drivers.
The drivers would schedule the rides. As they grew and became a public
transportation agency, the agency’s vehicle fleet expanded to eleven
14-passenger buses and eighteen minivans. In 2023, MCPT restructured and no
longer provides door-to-door transportation but curb-to-curb transportation. Seniors
can ride free within Macoupin County; donations are accepted.
I. V. Regional Plan 2025 – Riley Anderson presented the updates from the previous meeting. Agencies are in the process of picking up the IDOT CVP vehicles they were awarded. So far, SCT, CIPT, MCPT, FAYCO, and BCT have received their vehicles. There was a discussion regarding recalls/repairs needed on the newly delivered vehicles and issues with the size of the seats. There is a drop off as well, leaving passengers feet dangling. CIPT mentioned that it would be beneficial to see the vehicles in-person before they choose which vehicles they want on the next CVP application.
II. VI. Updates
to the HSTP Region 9 Bylaws
– Riley presented the old bylaws and the updated bylaws to the group and read
through the updates. In order to be an active voting member of the committee,
an agency representative must complete the OMA training. This is a one-time
training that needs to be completed if you regularly attend meetings and do not
already have the OMA certificate. Riley will send an email out to everyone with
information on how to complete the training. The committee was given an
opportunity for comments; no requests were made. These bylaws are to be
reviewed on a semiannual basis. Felicia Voelkel motioned to approve, seconded
by Peggy Dunn. The bylaws will be available on the blog.
III. VII. Transportation Concerns – There was a discussion among the committee members regarding State Inspections, Lift Inspections, and IDOT rules when crossing state lines. Charter trips and the rules surrounding it was discussed by the 5311 providers. Terri Finn came up with a binder of resources for the committee members, within it is a resource on service contracts. It includes a glossary of transportation terms, 5310 information and requirements, a map of the Illinois Public Transit Systems, information on service contracts, and an explanation of what HSTP is, as well as the purpose/responsibilities of the Human Service Transportation Committees (HSTC). There was a discussion of the pros and cons of different types of camera systems and different ways of communication between drivers and dispatch. Some of the 5310 agencies have indicated interest in a meeting with only the 5310 agencies. As a result, Riley has coordinated two meeting options for the 5310 agencies to attend. One on June 3rd in Alton at Challenge Unlimited and one on June 17th in Flora at Clay County Rehab. Riley will be reaching out to the 5311 agencies to invite them to attend a Scheduler’s Meeting in Region 11.

Discussion –

IDOT
Update – There was no IDOT personnel in attendance. Riley shared the CVP
applications are anticipated to be available in the summer of 2025.

Handouts/Resource
Materials – Riley went through the handouts. Save the date for the IPTA
Conference: September 29th through October 1st.

Next
meeting is September 11th at 11 a.m. at Fayco Enterprises, Inc. in
Vandalia.

IX. Adjourn – Eric Robke motioned to adjourn
with Dale Deverick seconding the motion. The meeting adjourned at 12:24 p.m.
