HSTP Update, April 2008

A brief update of where we are in the HSTP process, and what is coming up in the next few months:

HSTP Committee Meeting:
Sometime in late April or early May we want to hold a committee meeting in each of our three regions. We have some "housekeeping" issues we need to take care of such as
  • formalize the regional committee, (selecting a chair and selecting terms)
  • adopt bylaws
  • prepare for consolidated vehicle procurement applications.
  • Set dates for next few committee meetings. We feel at this stage we have a better idea of what the state funding schedule will be, so we can schedule meetings further in advance. We will need to have another meeting in mid-late June to review Consolidated Vehicle Purchase program applications. Unlike last time where we scored applications, this time we will simply recommend or not recommend programs. At the April/May meeting we will decide how we want this process to occur, mainly: Do we want to create a subcommittee to review applications and recommend them to the committee? Or do we want to have these applications presented before the entire committee?.
  • Talk about what can be done to update the plan, both in the short term, over the next year, and in the long term.
  • any other items that need to be discussed.
Any recommendations for meeting locations and times would be appreciated. We will try and shoot for a Tuesday, Wednesday, or Thursday sometime between April 28 and May 9, with the meeting starting about 1PM.

In Region 9 we are looking for a new location to have the meeting, this time we want a location that is outside of the St. Louis metro area, perhaps Highland or Greenville. Any suggestions would be appreciated, a location that is easy to access would be best.

In Region 10 we are looking to hold our meeting somewhere in the northern 9 counties, as our last two were in the south. We are thinking perhaps Flora, Olney or Effingham.

In Region 11 we are open to any ideas. Carbondale area seems to be working out pretty good, but we are open to ideas if anyone has any other suggestions.

Consolidated Vehicle Procurement Program
Applications for what the state calls the "Consolidated Vehicle Procurement" (CVP) program are now out. These are applications for Federal Section 5310 dollars for the purchase of vehicles.

As with the Section 5316 and 5317 funding programs we dealt with in December, these applications must go through a regional review process. Projects submitted must be endorsed by the committee (although, as was mentioned above, projects will not be scored this time) in order to receive state funding. The Human Services Transportation Plan should be used as a guide to whether or not proposed programs fit the needs of the region, with an emphasis put on providing vehicles to agencies who are willing to coordinate services.

These applications are due to our office by 4:30 PM on June 4, 2008. The deadline for us to send the applications to IDOT hasn't been set (or at least we haven't been told of it), but we have been told we will have about a month to review them. With that in mind we will need to schedule a committee meeting sometime in late June to deal with the applications.
