IDOT HSTP Region 11 Meeting

The next meeting of the IDOT Region 11 Human Services Transportation Committee (HSTC) will be Thursday, May 8th, 2008 at 1:00 PM in Room H127 of John A. Logan Community College in Carterville, IL. The college is located on State Highway 13 between Marion and Carbondale.
The purpose of the meeting will be to conduct HSTC business in advance of reviewing applications for the IDOT Consolidated Vehicle Procurement (CVP) Program. A tentative agenda is attached. Unlike the 5316 and 5317 programs last winter, the committee will not be scoring proposals, instead, the committee will chose to either endorse or not endorse applications. During the May meeting the committee will decide what process would be most appropriate to go about endorsing applications. We will also select a chairperson for the committee and discuss by-laws. The meeting will also serve as an opportunity for those submitting an application for a vehicle through the CVP program to ask questions and discuss coordination opportunities with one another.
ALL TRANSPORTATION PROVIDERS who are applying for vehicles, or plan to do so in the future, are STRONGLY encouraged to attend this, and subsequent, HSTC Meetings. Federal mandates now require coordination amongst service providers in order to receive a vehicle. THIS IS NOT OPTIONAL, any project that is not endorsed by the committee will receive a score of 0 for coordination when the project is graded at the state level and will subsequently NOT BE AWARDED A VEHICLE. If you are planning to submit an application for a vehicle, and cannot attend the May meeting, please contact either Seth or Sean before submitting your application. During the last committee meeting, the initial Region 11 Human Services Transportation Plan was presented to the committee. It includes outlines of goals and objectives for the region, and suggestions for future projects and opportunities for coordination. This document should serve as a guide to providers. About the HSTP Transportation Committee:
Beginning in July 2006, the Illinois Department of Transportation’s Division of Public and Intermodal Transportation (IDOT-DPIT) began its statewide initiative to implement the federal mandate to coordinate transit services within a context of regionally-developed Human Service Transportation Plan(s) (HSTP) for Downstate rural areas in Illinois. As a framework for plan development has now been established by IDOT and will be carried out regionally through coordinators, who are hired and based out of established regional planning commission offices throughout the state, in this case the South Central Illinois Regional Planning and Development Commission (SCIRPDC).
In order to implement this plan, it will be necessary for each region in the state to form a “Regional Transportation Committee”. This committee will serve to provide input for and oversee the work of the coordinators and to ultimately recommend transportation related projects for potential federal funding. The committee will be comprised of county-appointed representatives who will make up the voting body for each region, and representatives from interest groups and transit providers who will make up a technical advisory committee that will help recommend projects within the region.
About HSTP Region 11:
Region 11is one of 11 Substate regions established by IDOT to coordinate downstate rural transportation services and to review requests for federal and state funding.
Region 11 consists of the following 14 counties: St. Clair, Monroe, Randolph, Perry, Washington, Jefferson, Franklin, Jackson, Williamson, Union, Johnson, Alexander, Pulaski, and Massac.
