Minutes of Meeting December 14, 2011

1. Call to Order
a. The meeting was called to order by Jim Schnipper and opened at 1:06pm.
b. A sign-in sheet was passed around and returned to Terri Finn, Regional Human Services Transportation Coordinator. Roll was taken by the HSTP Coordinator and introductions were done by going around the room.

2. Region 11 HSTP Plan
a. Terri Finn opened discussion of the revised Region 11 Plan with an introduction of the plan and its purpose. Terri indicated some minor items of information had come in late, including provider inventories from some transportation providers. This information will be put in the plan before it is finalized.
b. Jaime Blatti, Human Service Transportation Coordinator, indicated that a vote would be taken on the adoption of the plan at this meeting if it was found to be acceptable.
c. Further discussion was then had regarding the MY TRIP\Volunteer Transportation Network in response to questions from the committee members. John Edmondson of IDOT clarified some aspects of the volunteer program.
d. A question was raised from the floor regarding designating levels of participation in the plan for the different members of Region 11. John Edmondson clarified this, indicating that different providers are given different labels depending on their level of participation in the regional committee meetings. He indicated that those designations are mainly for IDOT’s use in scoring grant applications.
e. A motion was made by Mark Bollmann, Human Service Center, to remove the “participation levels” from the plan because some participants were unsure of how they got their designations or how to improve them. The motion was seconded and put to a vote; it passed and the participant levels will be removed from the plan.
f. A motion to accept the Plan as revised was made by Sheila Niederhofer, SCT, seconded by Mark Bollmann, Human Service Center, and the motion carried unanimously.


3. St. Clair County Transportation
a. Jaime Blatti, Human Services Transportation Coordinator, then opened a discussion and presentation regarding transportation for St. Clair Co. and an Easter Seals grant she is applying for to study transportation needs in St. Clair Co.
b. Discussion began regarding whether one committee was enough to begin addressing those needs or if two would be needed. Ed Heflin of RTAC then spoke regarding his experience with areas similar to St. Clair Co. trying to develop rural public transportation. John Edmondson of IDOT then clarified the discussion regarding population and what funding was available given an area’s population.
c. Jaime Blatti then opened the floor to questions for Ed Heflin of RTAC and John Edmondson of IDOT regarding St. Clair Co. transportation possibilities.
d. After it was determined that one committee would suffice to get the process of getting public transportation in St. Clair Co.’s rural region started, Jaime Blatti asked for volunteers for the sub-committee. Sub-committee members are: Dennis Presley, Rural Medical Transportation Network; Susan Muszinski, Area Agency on Aging; Jesica Pirtle, Monroe-Randolph Transit; Sheila Niederhofer, SCT; Bill Grogan, St. Clair Co. Transit; Jim Schnipper, SAVE; Maureen Mann, Shawnee Mass Transit; Mark Bollmann, Human Service Center. The Coordinators were asked to contact Jon Douglas with LINC in Belleville to request he join the sub-committee.


4. General Discussion
a. The Regional Coordinators, Terri Finn and Jaime Blatti, then announced to the group that a call for projects under the Job Access Reverse Commute and New Freedom programs would come out on January 15, 2012 and the applications would be due back to the HSTP regional office by February 22, 2012 for review before being presented to the regional committee at the next meeting. The Coordinators must have the application review process completed and applications to IDOT by April 1, 2012.
b. It was then decided that the next Region 11 HSTP meeting would be held on March 7, 2012 and hosted by South Central Transit in Centralia.
c. Dennis Presley of the Rural Medical Transportation Network then briefly introduced himself to the group and made a short presentation on the work his office is doing regarding medical transportation in the State of IL.


5. Adjournment
a. A motion was then made by Sheila Niederhofer, SCT, to adjourn the meeting at 2:31pm and seconded by Frank Mulholland, Jackson Co. Mass Transit. The motion carried and the meeting was adjourned.
