The meeting was called to order by the Co-Chair, Maureen Mann, at 11:02am at the Hidden Springs Ranger Station in Vienna.

The meeting minutes from the previous meeting were reviewed.  Bill Grogan moved to accept the minutes & James Lane seconded the motion.  All members were in favor.

Guest Speaker:  Brian Brackemyer gave a presentation on the Il. Emergency Management Agency (IEMA) and described methods of coordination between IEMA and HSTP members.  A brief question\answer period followed the presentation. 

Election of Officers: The election process began with a review of eligible candidates.  Terri Finn informed the Committee of candidates that had volunteered for positions.  Maureen Mann nominated Mark Bollmann for Chairperson.  Bill Grogan nominated Marilyn Hughes for Vice Chairperson & Susan Muszynski for Secretary.  Hearing no further nominations, the Committee members unanimously voted to accept the nominations.

Coordination: Bill Jung discussed the One Call\One Click Center to be launched by the Rural Medical Transportation Network of SIU-C, RIDES efforts to refer Medicaid riders to private vendors, and RIDES plans for a possible Transfer Center on the VA Hospital grounds in Marion.  James Lane shared information on coordination efforts with Monroe-Randolph Transit & Helping Hands.  Maureen Mann shared a story of Shawnee MTD’s coordination with the Jackson Co. Ambulance Service for use of stretcher vehicles.

Open Meetings Act\Amendment to Bylaws:  The Committee reviewed portions of the Open Meetings Act & discussed OMA requirements for HSTP Officers & Members.  An amendment to the bylaws was distributed and reviewed, which delineated OMA training requirements for Members\Officers.  Bill Grogan moved to adopt the amendment.  Maureen Mann seconded the motion.  All in favor, motion passed.

Tentative dates for upcoming HSTP meetings were discussed.  The idea that meetings should be held quarterly on the second Wednesday of the month at 11:00am was discussed.  It was determined that the next HSTP meeting would be held in Sparta, hosted by Monroe-Randolph Transit.

A recap of the recent Jackson Co. Primer Process meeting was given by Bill Jung & Sheila Niederhofer.

Members engaged in a brief discussion\update of St. Clair Co.’s transportation issues.  Bill Grogan will work to get a meeting scheduled with the HSTP Coordinator & the St. Clair Co. Board Chair. 

The meeting was open for general discussion, none ensued.
