The
quarterly HSTP Region 10 meeting, held at Rides Mass Transit District in
Harrisburg, was called to order at 11:06am, by President, Bill
Jung. Introductions and agency information & updates were done
by all attending.
The
Region 10 meeting minutes, from May, 2014, were reviewed and a motion was made
by Debra King to approve the minutes with a 2nd by Betty Cox. Motion carried.
Discussion
began to address project planning and the CVP process. The lack of monies going to the Highway Trust
Fund, gas taxes and MAP 21 were explained.
Those funds support public transportation, which includes CVP
vehicles.
Bill
Jung started the conversation of all transportation providers needing to help
each other along the entire coordination process, not just at application
time. All providers need to work together
to help recognize any areas that need improvement and to help other providers
grow within their community. Bill
encouraged the human service providers to always involve the local transit
provider, such as Rides & CIPT, when looking to apply for vehicles. If good communication and coordination occur
throughout the year requesting the letter of support, for the CVP application,
would be a smooth process with both parties knowing and understanding the
agencies proposed need for new vehicles.
There was
discussion from committee members on problems with some buses such as; coolant
plugging the oil and filters causing the bus to overheat, airbag lights coming
on, interlock system problems, seat belt problems, side window leaks and
mirror\blind spot problems.
Terri
Finn discussed the CVP application endorsement\voting process and would like a
new voting form to be developed. The
IDOT application scoring team assesses the maintenance & maintenance
spending, age of vehicle, how the provider coordinates the use of their
vehicles, letter of support and HSTP Committee support. Terri would like Regions 9, 10 & 11 to
provide input for a new endorsement\voting process and form that would
incorporate some of the items that the scoring team looks at, as well as, other
questions that members would like answered so they are able to make a more
informed decision when voting. Terri will draft a form after the Region 9 &
11 meetings and will send it to everyone for review and input before the next
meeting.
Terri
also gave updates on minivan awards from 2013…she mentioned how TRADE
Industries will receive (1) minivan, RIDES (1).
Jackie
Waters from RTAC was our special guest and gave a brief rundown of RTAC
services and activities.
The
next meeting will be held at CTF in Olney, Illinois. This location will be at 511 East Main St,
Olney, Illinois.
Motion
to adjourn the Region 10 HSTP meeting, was made by Arnold Herman; 2nd
by Debra King. The Region 10 HSTP
meeting was adjourned at 12:52pm.

to Rides MTD for hosting the meeting and providing the Committee with a cookout
for lunch. We appreciate the time and
work this involved.
