Call to Order: The quarterly HSTP meeting was called to order at
11:01 a.m. at the Senior Adult Services office, by Chairperson Jimmy
Leadingham.
Introductions: All members in attendance introduced themselves.
Approval of February 2022
minutes: There were no
additions or corrections, motion by Sara Nollman-Hodge, seconded by Mark
Bollmann to accept and approve the minutes. Motion carried.
Regional Plan: Terri Finn provided the committee with
a draft of the gaps\needs\strategies that the sub-committee came up with so all
could follow along.
The sub-committee members Ron Gorst, Mario Fennoy, Mike
Egbert, Sara Hodge, Jimmy Leadingham, Rob Wilson & Terri Finn began a
discussion of their meeting. Committee
members agreed that the number 1 barrier for transit, at this time, is the
hiring and retention of drivers. More needs could be met with the hiring of
additional staff and drivers. The discussion went on with members offering any
new ideas on hiring. The remainder of this document was discussed and feedback offered. All members agreed to accept this
document. Terri will complete and submit
the Regional Plan.
CVP Applications: All committee members\agencies
applying for 5310 vehicles we asked to explain the vehicles the agency is
applying for, what & why the vehicles are needed for.
o
Shawnee Mass Transit-applying for 30 replacement
vehicles. 4 of the med. duty & 6 of
the super med. will be used for expansion service. 1 med. duty and 3 supers will be used for new
service. Other vehicles will be used to
replace old, overused vehicles in fleet.
o
South Central Transit-applying for 15 vehicles:
13 med. duty and 2 super med. duty mostly to replace fleet that has high
mileage and are in poor condition.
o
ComWell-applying for 2 med. duty replacements, 2
minivan replacements, and 2 minivans for expansion service. The agency is seeing a growth in the agency
and in their CILA homes so client need for transportation is growing.
o
ATS-applying for 7 med. duty replacements due to
mileage.
o
Caritas-applying for 2 minivans for expansion of
their CILA program and client transportation needs in St. Clair County.
o
Rides MTD-applying for 43 replacements: 2
minivans, 30 med. duty & 11 super med.
o
5 Star-applying for 2 replacements due to poor
condition of current vehicles: 1 light duty & 1 minivan.
o
Spero-applying for 2 replacement minivans due to
over mileage of current vehicles
o
Epilepsy Foundation-requesting 1 light duty
vehicle to expand service to clients with larger wheelchairs
o
Jackson Co. MTD-applying for 16 replacements: 2
minivans, 12 med. duty & 2 super med.
There was no further discussion on these requests.
Transportation Concerns\Agency Updates:

Epilepsy Foundation shared information about
Camp Roar. It’s a summer camp for kids in Missouri. They are excited to be able
to start it up again since it’s been cancelled due to COVID for the past couple
of years.

Shawnee Mass Transit driver Mary Law was the
winner of the RTAC Roadeo. She competed in Louisville Kentucky at the national
Roadeo.

RIDES has moved into their new Administration
office. They will be doing a formal grand opening in the future.
·
Jeffrey Drake discussed positive coordination
amongst the transit agencies. We are all working together to provide
transportation.

Spero family services reported on expansion in
Mt. Vernon and also YouthBuild continuing their program and getting funding.

Terri Finn reminded the human service agencies,
if they were having trouble with doing transportation on their own or any
transportation issues, contact the local mass transit districts for help.
General Discussion:

New Business\Open Discussion: Ron Gorst asked
about power chair size and lifts. He brought up concerns about chairs being
over the lift limit. Discussion also held on client/scheduler conversation, asking
the clients the right questions to find out additional information about them
and their transportation and accommodation needs when scheduling trips. He had
concerns about SMTD mobility device assessment form. Recommended for him to
contact Jamie Blatti for further guidance.

IDOT Updates: No updates at this time.

Handouts\Resource materials: New handouts and
resource materials were provided to the committee.
Ø
Next meeting will be on August 17th a
location change is needed due to a conflict at Spero on that day. Mike Egbert volunteered to host at
Opportunities for Access in Mt. Vernon.
