Call to Order – The quarterly HSTP meeting was called to order at 11:02 a.m. by Jimmy Leadingham. Representatives from each agency introduced themselves.

Approval of August 2022 Meeting Minutes – No additions or corrections, motion by Ben Simpson, 2^nd by Ron Gorst to accept and approve the minutes. Motion approved.

St. Clair Co. Transit & Chestnut Health Services – Nathan from Chestnut Health Services spoke to the group, explaining the coordinated effort between Chestnut HS, St. Clair Co. Transit District, and MetroLink to connect the public to local resources that they need. Representatives from Chestnut ride Metro Trains during the day watching for individuals who may be homeless, have mental health or other behavioral issues and offer conversation to build a trust and off the individual available assistance without forcing it on them.  Some services may include behavioral and or physical medical health, food pantries, detox etc.

A food drive is currently underway and all members had been asked to bring a donation to send back with Nathan.  All donations plus the items that Shawnee MTD had obtained in their own food drive were given to Nathan to take back.

Rob Wilson & Nathan expressed thanks to everyone for the donations to help with their food drive.

Regional Plan: Strategies for meeting needs & closing gaps – Terri Finn had Needs Assessment printed out for the group and asked that agencies let her know of anything they are doing towards filling the needs and closing gaps as this information is reported to IDOT.

Transportation Concerns: Agency updates/discussion – Terri Finn shared with the group that IDOT is almost done with the CVP applications and award letters are expected in January 2023. Terri also reported on a recent meeting of the “One Call Center” and how to get back on track in coordinating trips in & out of the region as well as getting newer agencies of the HSTP group involved.

General Discussion:  Agency Information/Updates – Shawnee MTD shared with the group that their agency has a new Passenger Rules of the Ride card that they will begin issuing to clients in December. SMTD will share the two sided card with Terri Finn after they receive them.

Handouts/Resource materials – Terri Finn provided for the group printed copies of resource materials.

Set dates for 2023 meetings – Region 11 2023 meetings dates will be as follows:             

• February 15^th – will be a conference call
• May 17^th – Spero Family Services, Mt. Vernon
• August 16^th – Shawnee MTD, Vienna
• November 15^th – ComWell, Red Bud

Terri Finn reminded agencies that during the February 15^th conference call officer elections will occur for Chair, Vice Chair and Secretary.  Be ready to volunteer.
