Call to Order: The quarterly HSTP Region 10 meeting was held on Tuesday, January 16th, 2024, via Zoom.  The meeting was called to order by Chairperson Mark Auten at 11:04 am. 

Introductions: Riley read aloud the names as they entered the zoom to avoid everyone talking over each other.

Approval of July 2023 meeting minutes:  Chairperson Mark Auten asked everyone to review the minutes from the October meeting.  Motion was made by Mike Egbert and seconded by Gidget Simpson to accept the minutes with correction.

Regional Plan: Riley Anderson went over the updates to Gaps & Needs that were made during the last meeting.  Rides MTD- has hired five drivers since October and lost one. They raised their hourly rate by a $1. According to Jeffrey, recreational marijuana is an issue with hiring right now. Staffing concerns are still a big issue with all the transit agencies.

Transportation Concerns:  Mark Auten brought up last meetings transportation concern with a vehicle disposition deadline to get the cars off the lot but still being in the disposition process with IDOT. Riley Anderson said that she would bring it up with Terri and see if we had gotten a response from Zoe Keller at IDOT. Riley asked if colder weather is affecting the transit agencies. Pete Niccum mentioned that they suspended transportation for the day as it is too cold to transport the clients to the day program. Jeffrey Drake at Rides mentioned that their issues with colder transportation are usually regarding vehicle maintenance and trying to find a suitable place to put the vehicles where they will be protected from the weather conditions.

General Discussion: Handouts and resource materials were addressed by Riley Anderson. The paid leave act that goes into effect March 13th of this year was mentioned. Riley asked how that is affecting the agencies. Mark Auten from TRADE and Beth Beck-Marts from CEFS/CIPT mentioned that although their current policies fit criteria/offer more leave than the act, they are restructuring their policies.

IDOT Updates-Dave Maziarz shared that there will be no new round of CVP applications this year. Still working towards awarding past applications. IDOT is working on vehicle contracts. The next region 10 meeting will be April 16th at CIPT in Effingham at 11:00 a.m.
