Quarterly Meeting Minutes

At 1:00pm on 6\29\11 the quarterly HSTP Committee meeting was called to order in Nashville, Il. at the Kaskaskia College satellite center.

Sub-Committees-The HSTP Committee decided in March that they would rather not have a sub-committee for a Mission Statement, but to work together as a group to develop one. 3 statement options were handed out to the group to start as a template. The new statement reads as: To coordinate the human service transportation efforts of public, private and non-profit providers in an effort to maximize services for the populations served in HSTP Region 11 and to provide guidance concerning funding and available resources.

This statement was voted on & accepted to be added to the HSTP Plan.

Plan Review sub-committee-no one signed up for this committee. It was discussed to wait until the Gaps\Needs\Strategies sub-committee had some input, to form this sub-committee.

Gaps\Needs\Strategies sub-committee-This sub-committee is made up of Jesica Pyrtle & Kiyeon Yoch and they were not in attendance at today’s meeting. Terri will contact both of them to get a teleconference scheduled to begin working on this portion of the Plan. Frank Mulholland volunteered to join this sub-committee also. The committee was given copies of the Gaps\Needs and asked to give suggestions either to Terri before the next meeting or bring any suggestions next time.

JARC & New Freedom Applications-Sheila Niederhofer presented SCT’s JARC application to the committee. They are asking for $130,000 to assist with the funding needed for new scheduling\dispatch software to maintain & allow for an increase in their trips that are provided for employment. The committee voted to endorse this application.

Trydarrell Ward & Terri presented Touchette Hospital’s New Freedom application. They are asking for $27,230 to help cover the costs of a new minivan that would be used to transport their patients to medical appointments not covered by the local transit provider in their area.The committee voted to endorse this application. Terri informed the applicants that the applications & other required paperwork will be sent to IDOT on 6\30\11.

General Discussion- Maureen Mann told the group about the services Shawnee Mass Transit provided to those in need during the recent flooding in Southern Il. The staff of SMTD helped with evacuation efforts to get people out of the affected areas & into various destinations that could house the residents of nursing homes, disability residences & the general population.

SMTD is also beginning its non-emergency stretcher service & staff is currently being trained.

Terri updated the group on the upcoming program reviews\vehicle inspections she will be doing in the Region this summer.

An update was also given on the former HSTP Coordinator, Elton Trojniar. Elton has taken the position of Executive Director of the new public transit system in Cass & Schuyler Counties. We wish him lots of luck. Applications have been received & are being reviewed now to get a replacement for Elton as soon as possible.

At the next meeting there will be elections of officers, Chair, Co-Chair & Secretary. The committee was asked to be considering taking one of the positions or who to nominate for a position.

The next meeting was set for 9\28\11 at 1:00pm with the location to be determined. Terri asked that if anyone has a conference room or space that they know of to hold the next meeting to please let her know.
