The Region 10 HSTP meeting was called to order at 11:02am by Committee President, Bill Jung.  Introductions were done and a few new attendees were present. 
The meeting minutes from Sept. 10, 2013 were reviewed.  Mark Auten motioned to approve the minutes with 2nd by Jared Rowcliffe.  Motion carried.
The Committee then was asked for discussion items, changes, updates to the Regional Plan’s ‘Gaps & Needs’ section.  There was discussion on the Geographic gap, which addresses unserved rural areas.  Mark Auten mentioned that most instances are solved in a will call strategy.  Providers have shown great cooperation with working together when transportation is needed in rural area.  Bill Jung stated how this gap is a ‘case by case’ issue and that most often Rides tries to link up a route already scheduled with someone that needs the same trip.  Sometimes it just takes finding what routes are going where to get adequate transportation in a particular area.  Members agreed that coordination has greatly improved.  Dennis Shiley stated that CIPT has expanded routes, hours and have more resources to provide extra service to Effingham & Clay counties.  The lack of service outside of service areas was discussed.  Mark Auten told the group how TRADE and Rides have been working together in Hamilton Co. to provide the most transportation possible.  They are trying to fill the need for service ‘after hours’ and on weekends.  The Committee did agree to remove the gaps ‘Lack of assisting new riders and specialty groups to have access to using transportation services’, ‘Critical time being exhausted on dead head miles’ as the Committee felt this had been successfully met.   The Educational Gap will be changed to include social media as an avenue for informing the public of services.  Terri Finn is working on a Facebook page for Regions 9, 10 & 11.
Dennis Presley spoke briefly about the studies that he has conducted on the misuse of medical transportation.  He described how the misuse of EMS\ambulance services drains the system and ties up needed ambulances that could be needed for real emergencies.
Terri Finn handed out new provider inventory forms.  Terri asked that all providers need to fill these out and return to her so this could be updated in the Plan.  She also gave a brief update on CVP vehicles.  Bill Jung informed the Committee of a procurement issue for integrated seating in vehicles.  The new seating would provide harnesses for small children. 
Terri Finn asked everyone to look at their calendars to set meeting dates for the next year.  Those dates are:  Feb. 25th (CILA Corp. volunteered to host the meeting to be held in Flora), April 15th, July 15th, and October 21st. 
The Committee President asked for adjournment of the meeting.  Mark Auten made a motion to adjourn with a 2nd by Dennis Shiley.  The Region 10 HSTP Committee adjourned at 12:35 pm.  A lunch followed and was provided by Rides MTD.
