The quarterly HSTP Region 11 meeting met
at the Sparta Community Building in Sparta.
Mark Bollmann, Chairperson, called the meeting to order at 11:10am. Introductions were done from all attending. Terri Finn asked for approval of the March 5,
2013 meeting minutes. A motion was made
and 2nd to approve the minutes.
Motion carried.
Terri Finn explained to the Committee
that at the last meeting Susan Muszyinski was elected to the position of
Committee Secretary. She has since left
her position with the Area Agency on Aging and a replacement for Secretary is
needed. Ben Youther volunteered to take
the position. A motion was made by Bill
Grogan & 2nd by Maureen Man to appoint Ben to the position of
Secretary. HSTP members voted
unanimously to accept the appointment.
Terri Finn reminded members of the
required Open Meetings Act online training that all voting members must
complete before being allowed to vote. A
list was provided with members who have not yet sent Terri their Certificate of
Completion.
Terri Finn started the discussion of the
CVP applications and asked the applying agencies to provide information to the
Committee on their request. Voting forms
were distributed.

Terri mentioned that SAVE had applied
for vehicles through East-West Gateway MPO & Jim Schnipper gave a synopsis
of their services & request.
Brief CVP presentations were conducted
by the 5311 public transit providers (no voting necessary for these
applications).

Time was provided for questions &
discussion of the applications.
Frank Mulholland provided an update on
the Jackson Co. Primer Process and the new urbanized zone.
Bill Grogan provided an update on the
intended benefits of assets granted by the Downstate Capital Improvement Fund
for rural St. Clair Co.
The next HSTP meeting is scheduled for
September 11th. Shawnee MTD
will host at Shawnee Community College in Ullin.
Maureen Mann motioned to adjourn, 2nd
by Frank Mulholland. Motion carried
& meeting adjourned at 12:07pm.
