The quarterly HSTP Region 9 meeting, held at the SCT Training Center in Centralia, was called to order at 11:12am by Chairperson, Lacey Miller.  Introductions were done by all attending.       The meeting minutes from May 30 2013 were reviewed.  A motion was make by David Riegel and 2nd by Rachel Newsome to approve the minutes.  Motion approved.
Terri Finn updated the Committee on CVP vehicles.  Minivans may be delivered by the end of `13.  Light duty & medium duty are still in the procurement and prototype process.   CVP applications that were endorsed for 2013 have been through the DPIT review process.  Approved applicants should receive notification soon.     
There was group discussion on ideas to promote HSTP news such as, continuing with the HSTP newsletter &\or a Facebook page.  It was agreed that both would be good outreach.  Terri asked, once again, that the Committee do their part in making this successful by submitting pictures, stories, announcements, etc.
The Region al Plan was reviewed and it was decided that the `Gaps & Needs’ section should be reviewed by all and further discussion of changes will be done at the December meeting.  Updates to the `Provider Inventory’ section should be done by the individual agencies with changes to be submitted via email to the Coordinator before the end of November. 
Coordination discussion:
            -Macoupin Co. Public Transit and MCDD have a new service contract for client routes.
            -FASTT & the Il. Center for Autism are merging transportation efforts for clients.  Missy Kichline had a question, as she is involved  with a group of individuals with disabilities that attend the same social activities as clients from FASTT & ICA.  Would these agencies be able to transport these individuals on their vehicles?  Missy, as well as the Committee members, were informed that if the agency is using an IDOT vehicle, they have an obligation to transport the general public.  The agency can determine a reasonable fare to charge and that money is theirs.
            -Community Link-Using SCT driver safety & other trainings
                                            
General discussion:
            -Rural transportation in Madison Co.-Is there funding?  How is St. Clair Co. Transit and SCT making rural transportation happen in St. Clair Co.?  Sheila Niederhofer explained the contract SCT & SCCT have on deviated fixed routes.  Bond Co. Transit and Macoupin Co. Public Transit have voiced interest in working with MCT in the rural areas.  Funding for the rural area is the problem for any service to occur.  Questions can be forwarded to Terri Finn.
            -Paratransit & ADA-Terri Finn explained an initiative by the Statewide Independent Living Council advocate for a universal\statewide ADA paratransit card that would be accepted by all providers.  Basically, if a person qualifies for paratransit with 1 provider, they would not need to otherwise prove eligibility. 
            -Committee members that attended the IPTA Conference reported on this event.
            -Advertisement-There was a question about advertisements on vehicles.  There were pro’s and con’s on this.  Agencies that currently allow advertising have had no problems  Some agencies that don’t allow it brought up issues such as riders not liking a specific advertiser, and ad on a vehicle that makes a stop at a competitors shop, an advertiser that might be viewed as controversial or discriminatory.  It was determined that policies on advertising should be written to protect the agency. 
            -Calhoun\Green\Jersey or Tri-County Transit update-Waiting on a decision from the Calhoun Co. Board as to whether or not they want to partner.  This has become a problem area since new board members are in office now and nothing had been noted in previous board minutes of any acceptance to join.  IVED had a Board meeting with some same members of Calhoun Co. Board and pressed those members to engage.    

The next meeting was scheduled for 12\12\13, 11am at Main St. Community Center in Edwardsville.

Motion made by Linda Vidmar to adjourn the meeting and 2nd by David Riegel.  Meeting adjourned at 12:17pm.
