The quarterly HSTP Region 10 meeting was held on October 16, 2018, at the Olney Public Library and hosted by Lawrence-Crawford Association for Exceptional Citizens. 

 

The meeting was called to order by Adam Lach, Committee Chairperson, at 11:02 am.  Introductions of committee members were done.

 

The minutes from the July 31, 2018, three region (9, 10 & 11) meeting, were reviewed.  Janice Zwilling made the motion to approve those minutes.  Heather Baker seconded the motion.  Motion carried. 

 

Guest Speaker: Beth Beck-Marts & Melissa Schilling-CIPT\ECPT\CEFS

CEFS (Clay, Effingham, Fayette & Shelby Community Action Agency) has been in service for over 45 years.  The agencies services cover many surrounding counties, including Montgomery and Christian counties.  CEFS provides the communities with the LIHEAP program which is a program that helps low income households with home weatherization assistance, financial help with heating bills, etc.   There are many that enroll in the LIHEAP program each year and there is often a waiting list.  They have also acquired the senior meals program.  CEFS has many additional programs available such as, the OUTREACH program that provides assistance with housing and homelessness, transportation services to places of employment and to medical appointments.  They also have the Head Start Program with the Birth to 3 programs. 

CEFS receives IDOT pass through funding from Shelby & Effingham counties to operate Central Il. Public Transit and Effingham Co. Public Transit.   

Overall, CEFS serves several thousand people in our region and they employ approximately 200 people within the 7 county service area. 

 

 

 

General Discussion:

Agency Information\Updates:

·         Terri Finn asked the committee members for comments on the July HSTP meeting with Mike Healy.  Chris Dickey reported that since the meeting, CCR has received 3 or 4 titles to vehicles that had been requested for disposal.  CILA Corp. reported that they have received one title back on a disposal request.  Everyone agreed that it did help having Mike attend the meeting and that they have learned how to handle IDOT backlogs, if they should start to happen again. 

 

·         Pete Niccum reported that CSS is opening 2 new group homes in Dietrich/Teutopolis, in which each resident will have their own bedroom.

 

·         Heather Baker reported that CTF has a new advocacy program that the agency is incorporating to train clients and family on self-advocacy. She also invited everyone to their art show on November 17th & 18th that will feature client creations.

 

·         “Work without Walls” was also discussed.  This program is set to begin in 2020 with the outcome being to reduce supported employment workshop settings for people with disabilities.  There was discussion on how well this program can be implemented due to individual needs and employer mindsets.

 

New Business:

·         Terri Finn asked the committee for any ideas for guest speakers or meeting topics for the upcoming year.  Heather Baker volunteered to be the guest speaker for the January 15, 2019 meeting. 

 

·         There will be an election of officers during the January meeting.  We will need a Chairperson, Vice-Chairperson, and Secretary.

 

·         Next meeting-The committee agreed to a conference call for the January 15th meeting.  The committee agreed on the following dates and locations for the 2019 HSTP meetings:

                  January 15th-Conference call

      May 21st-CILA Corporation in Flora

      July 16th-Charleston Transitional Facility in Olney       

      Oct. 15th-CEFS in Effingham
