The
quarterly HSTP meeting was called to order at 11:02 A.M., by Terri Finn, at the
Glen Carbon Sr. Center in Glen Carbon. Terri
called for all present to introduce themselves.
The
minutes from the March 8th meeting were reviewed. Jill Jones made a motion to approve those
minutes. Joe Domer seconded the
motion. Motion approved.
5310 CVP Applications
The
following agencies provided information on their application requests and
answered questions that Committee members had for them:
1. Bond Co. Transit-Requesting 2 medium
duty vehicles to replace those that are now only used for backup due to ongoing
repairs and failing working order.
2. CIPT-Requesting vehicles for
expansion service in Christian & Effingham counties.
3. FAYCO-Requesting replacement vehicles
and will be coordinating routes with Bond Co. Transit
4. Il. Valley Rehab-Requesting 1 minivan
to be used for daily client transport in their more distant & rural areas,
small group outings, taking clients to employment location.
5. Macoupin Co. Public
Transit-Requesting 6 medium duty and 3 minivans. Trip requests are increasing so vehicles are
needed to pick up local trips that are sometimes denied. The agency is using cars, as feasible, to
transport those needing medical transport to Springfield or St. Louis.
6. South Central Transit-Requesting 2
minivans, 4 medium duty and 4 super medium duty vehicles to replace aging
fleet.
7. Tri-County Rural Transit-Requesting 3
vehicles to expand service in their area that is often faced with denial of
trips & to replace an aged 15 passenger van.
Terri Finn
informed the committee that at the application training in Springfield, it was
brought up that the Certifications & Assurances appendix is the 2017 form
instead of 2018. The link for the
correct form can be Googled. There had
also been a discussion, at the training, about replacing and disposing of
vehicles. A replaced vehicle does not
release the title. F-1 disposal
procedures still have to be followed and Jeff Waxman can help with the process.

Discussion
Agency Information\Updates:

Lacey
Miller asked if other agencies were having problems with billing Medicaid and
insurance partners. Non-partner billing could
possibly be a lower rate than contract rate.
MTM requires that drivers are credentialed, which is a lot of work but
MTM is easier to work with. Logisticare
does not require credentialing and rates are better than Medicaid. IPTA has formed a committee to work with DHS
and insurance coordinators to attempt to work through some of these
issues. Jill Jones & Sheila
Niederhofer will keep the Region 9 committee informed of changes &\or
progress.

Natalie
Backstrom stated that her agency has been receiving more calls from people
being denied medical rides. Most people
needing transportation to medical appointments don’t know that this is part of
the coverage they have to look for when choosing a plan. People have until July 1st to
change their plans.

Jill
Jones informed the committee that BCT was written up by the Area Agency on
Aging for not having seniors that ride the bus to sign in before their trip.
New Business\Open Discussion:
·
Ideas
for guest speakers or topics-Terri Finn asked the committee for ideas, results
included a rep from IDOT to answer questions about reporting, grants,
etc., disability awareness training on
behaviors, and OIG Rule 50 information

The
next meeting will be on Sept. 13th at the South Central Transit in
Centralia

A motion was made by Lacey Miller and seconded by Jill Jones
to adjourn the meeting. Approved and
adjourned at 11:50 am.
