The Region 9 quarterly HSTP meeting was called to order at 11:04a.m., by Chairperson Peggy Dunn, via conference call.  All those on the call announced themselves.

 

Approval of September 2019 Meeting Minutes – motion by Lacey Miller, second by Sherry Hicks. Minutes approved.

 

Regional Plan: Terri Finn had previously emailed to everyone the Plan and remarks from the Sept. meeting.

·         Gaps/Needs/Strategies – Terri asked for agency input on the gaps and how the individual agencies are meeting needs that had been put in the 3 year Plan.

o   Lacey Miller stated that they have been coordinating services with Macoupin County Public Transit for the Lewis & Clark College Project as well as coordination with Madison County Transit for public transportation into Alton.

o   Melissa Schilling stated that both mobility devices and clients are becoming heavier.  Either they can’t fit on the lifts or are exceeding the weight limits.

Terri will reference the exact information and get it to Melissa but is recalling that a few years ago it was determined that in a situation as this, the agency is responsible for arranging other transportation for the client.

 

Gap 1 – Coordination

·         MCPT and Tri-County Rural Transit (see above)

·         Fayco coordinating with Bond County Transit and Central Illinois P.T. primarily for employment.

·         Madison County Transit coordinating with St. Clair County ATS and St. Louis Metro, Bi-State.

·         Non-coordination of services is ongoing due to issues such as client behavioral concerns and driver time restraints.

 

Gap 2 – Vehicles

·         Peggy Dunn stated that they are having to deny trips due to the need for more vehicles to be received (5310) and lack of repairing current vehicles. Terri referred to the IDOT information recently submitted from Zoe Keller. Terri also suggested calling Jeff Waxman in the meantime to inquire about any vehicles to be rid of.

 

Gap 3 – Transport for medical needs

·         HSHS St. Joseph’s Hospital now has a local non-emergency medical transportation vehicle, Friends Van. Flyer provided on service.

·         Tri-County transit is attempting to approved with MCO.

·         1000 lb. weight limit is becoming a problem with heavy wheelchairs and riders on the increase.

 

Gap 4 – County thru county service

·         See other coordination comments

 

Gap 5 – Extended service hours

·         Lacey Miller reported that Tri-County Rural Transit is expanding service hours 6 A.M. – 6 P.M. Monday-Friday

 

Duplication of Services – Terri will be reviewing/updating and looking at overlapping services.

 

General Discussion:

·         Agency Information\Updates – No comments.

 

·         New Business\Open Discussion – No comments.

 

·         Set 2020 meeting dates & locations:

All in agreement to continue meetings on the second Thursday of the month.

·         March 12, 2020 – Fayco to host with location to be announced.

·         June 11, 2020 – SCT to host at 100 N. Locust location, Centralia

·         September 10, 2020 – Central Illinois P.T. to host at Vandalia Rural Health Department.

·         December 10, 2020 – Conference call.
