Call to Order – The Region 9 quarterly HSTP meeting was called to order at 11:03 a.m. by Peggy Dunn via conference call. Agency Representatives were announced thru roll call.

 

Approval of December 2020 Meeting Minutes – Motion by Lacey Miller, second by Michele Suwe. Minutes approved.  Nathan Nichols asked that his name be added to the attendees list.  Motion made by Jill Ohnesorge, second by Sara Hodge to accept the revision to the minutes.

 

Election of officers-Terri Finn asked for nominations for volunteers to hold the offices of Chairperson, Vice Chairperson & Secretary for the next 2 years.  After some discussion a motion was made by Jill Ohnesorge, second by Michele Suwe to accept the following slate of officers for the term:

                Chairperson – Sherry Hicks

                Vice-Chair – Lacey Miller

                Secretary – Sara Hodge

 

Regional Updates:

Sherry Hicks gave an update on day program. 50% capacity and back to 5 day work week for clients.  Senior centers are operating at 50% capacity. Things are starting to open back up gradually.

Bond Co. Sr. Center reported that they are still closed but transit is picking up gradually.

Joe from ACT gave route update. They have a route transporting seniors to a vaccination site. Most vaccine transportation is free. Plus, Madison County Transit is implanting a fare structure change effective 5/9/2021. Consolidating fares, and lowering cost of passes.

Macoupin Co. Transit is transporting to vaccination sites also and regular ridership is slowly increasing.

Lacey Miller reported that Tri-Co. Transit is working with the Area Agency on Aging and senior population to get folks to vaccination sites.

 

General Discussion:

Terri Finn gave an IDOT report: IDOT says CVP applications will be available in April.  

2018 CVP light and medium duty vehicles are in build mode and should be available soon.

IDOT will no longer be sending original vehicle titles, will send copies instead. Agencies will receive original title once a disposition request is finalized.

There was a 5310 agency in Region 11 that was not being able to schedule vehicle pick up at Midwest Transit due to IDOT request.  More info to come as possible.

RTAC and IPTA will have a combined conference, September 14-16, 2021.  More information as it becomes available.

 

Discussion was held on memo sent to 5311 group from Dave Patton, regarding the FTA recording employee vaccinated and unvaccinated.  Concern with employee privacy and rights was voiced.

 

The continuing problem of agencies\providers hiring drivers and staff was discussed. 

 

There is an attempt being made to pass a bill that would prevent transit from having to jump thru MCO hoops to schedule medical trips.

 

The next meeting is scheduled for June 10th.  Terri Finn asked if the committee wants to continue with the conference call or meet in person.  It was decided that, at this time, the meeting will remain as a conference call.
