The quarterly HSTP meeting was called to order at 11:23 a.m., by Terri Finn, at the South Central Transit Training Center in Centralia.  This was a combined quarterly meeting of HSTP Regions 9, 10 & 11.  Terri called for all present to introduce themselves and the agency they represent.

 

Terri Finn asked for approval of minutes from all 3 Regions.

Region 9—Lacey Miller made the motion to approve, Joe Domer seconded the motion.

Region 10---Susan Love made the motion to approve, Adam Lach seconded the motion.

Region 11—Sheila Niederhofer made the motion to approve, Jessica Schlimme seconded the motion.

 

Guest Speaker: Mike Healy-Il. Dept. of Transportation\Office of Intermodal Project Implementation

Q & A and discussion session was held.  Topics that discussed were:

·         F-1\Vehicle disposal of vehicles process-Mike explained the process after an agency has submitted information to him and Jeff Waxman.  A question\concern was brought up concerning the length of time it’s taking to get approval.  I was explained that each agency needs to be specific in all information regarding the vehicle, such as if it is over mileage, unsafe to have on the road, or unsafe operating and documentation that the vehicle has met the criteria of a useful life.   Mike suggested follow up emails to Jeff and cc; him on those also.  Mike also told the group to apply for disposal when you notice the vehicle is getting close to meeting disposal requirements and don’t wait until the vehicle can no longer be used. Mike also mentioned the number of agencies that are waiting on the vehicle titles—IDOT is far behind on releasing titles and Jeff is only one working on this, so the squeaky wheel may get the fastest attention.  It was brought to Mike’s attention that during this lengthy wait for title release, agencies still incur all of the costs of keeping the vehicle insured, plated\registered, etc. even though the vehicle may not be running.  This cost can be too much for some to handle with budget cuts that continue to occur. 

 

·         Contracts and GATA Requirements-Currently contracts are waiting for signatures and the Comptroller won’t release funds until contracts meet GATA approval.   

 

·         Vehicle delivery tentative schedule-Mike said he is hoping for deliveries to begin in September and last thru the end of the year. These would be vehicles applied for in 2017.  Minivans should be the first deliveries and medium & light duties to follow.  Super mediums are being built in batches with a possible deliver time near Thanksgiving of this year.  Contracts with builders will expire next year so IDOT will be able to negotiate on various vehicle types and accessories.  As far as this year’s CVP applications, Mike is working diligently to get them all scored and hopes to let everyone know in November of approval. 

 

·         Other IDOT news-2 project managers for the Southern area and 2 for the Northern area will be hired soon.  2 more people will be hired for compliance & oversight.  Capital projects are moving forward.  Computer systems within the agency are being upgraded.  Mike acknowledged everyone for doing a good job.  He sees very few problems in meeting deadlines, etc.  5310 Program Reviews are much better since IDOT has given the HSTP Coordinator’s that job and guidance on the process. 

 

Dave Patton briefly spoke about all of the changes he is recognizing with rural transportation and IDOT since returning to RTAC.

Committee members thanked Mike Healy for attending the meeting and answering their questions.

REGION 10—OCTOBER 16th—Lawrenceville

REGION 11---NOVEMBER 14th—Belleville
