The quarterly HSTP Region 9 meeting was held
on May 12, 2016, at the Il. Valley Sr. Center in Jerseyville, hosted by the Sr. Center & Tri-County
Rural Transit. The meeting was called to
order at 11:11 by Chairperson April Blount.
Introductions & updates of committee agencies were done.
The
minutes from the March 2016 meeting were reviewed. Sheila Niederhofer made the motion to approve
those minutes, 2nd by Susan Thomas.
Motion carried.
Explanation & Discussion of
Voting\Endorsement Changes-GATA
Terri
Finn provided the committee with information on GATA-Grant Accountability &
Transparency Act. This Act is part of
the new FAST ACT. Finn explained how
this new Act would affect the committee’s voting\endorsement responsibilities
in that there will be no more voting by the members\interested
parties, and there will only coordination scoring by the HSTP Coordinators. Committee
members can still be informed of other agency requests, ask questions of the
agency & make comments on the information form. Finn also gave an explanation on how she
scores coordination efforts and invited attendees to look at the rubric she
uses. A zero score is the only way that
an application would not move forward to the IDOT scoring committee.

All agencies requesting
vehicles through the CVP Program presented their requests. The floor was open for questions and answers
for each agency. Those agencies were:

General Discussion:
·
State &\or Federal Budget
Updates-Mike Egbert informed the Committee that he has spoken to
Representatives & Senators on both sides and was told that a ‘Stop Gap’ bill
could pass soon with the Governor’s signature.
This would benefit human service agencies and colleges. The disability
community & organizations will hold a rally at the Capital on 5\17.

CVP Vehicles-Terri Finn reported that more CVP vehicles are to be
delivered this spring and fall (2016).
·
Open
discussion-Lacey Miller is interested in working with Madison Co. Transit to
have a coordinated bus stop at the Godfrey WalMart. Joe Domer explained the process that MCT went
through to link passengers. He provided
MCT’s scheduling #: 618-TRI-RIDE.

The
next HSTP Region 9 meeting will be held at IMPACT CIL in Alton on September
22nd.
