The
quarterly HSTP meeting was called to order at 11:05 A.M., by Terri Finn, at the
South
Central
Transit Training Center in Centralia. Terri
called for all present to introduce themselves.
The
minutes from the July 18th meeting were reviewed. Lacey Miller made a motion to approve those
minutes. Sara Nollman seconded the motion.
The
next agenda item was the Guest Speaker but staff from CEFS had not yet arrived
so the next order of business was taken.
General Discussion
·
Agency Information\Updates- Joe Domer addressed the bridges
into & out of St. Louis are under construction for the next year making it
difficult for commuters, as well as their buses, get to & from the
city.
·
New Business\Open Discussion-Sara Nollman & Terri Finn
gave the committee updates from the annual IPTA conference, such as discussion
around struggles with non- emergency medical transportation. Sheila Niederhofer resigned from the IPTA
Board and Sara has stepped in to replace her.
Also, Lacey Miller spoke about the vendor fair and the software
companies that had products such as electronic fare boxes and scanners for
phone app accounts.
o Follow up on
Mike Healy’s visit-Members stated that they considered his visit a good
meeting. Some agencies are seeing their
requests for disposal of vehicles moving faster. Everyone was reminded that if they were
requesting anything from Jeff Waxman via email to cc: Mike Healy also.
Some agencies have not received the
5310 Annual Certification forms that Mike Healy sent out so HSTP Coordinators
are emailing those to regional agencies.
Lacey Miller asked the committee for
input into contracting and transporting Head Start students. SCT has been doing it since 2014 and advised
Lacey on steps.

Guest Speaker: CEFS Community Action Agency
Susan
Love, Beth Marts & Renee Germer provided the following information: CEFS is
a 45 year old agency which got its name from the original counties that it
served (Clay, Effingham, Fayette & Shelby).
It now also serves Christian, Clay, Montgomery & Moultrie counties.
They
have such programs as LIHEAP energy assistance, food pantries, rental
assistance (HUD, emergency, and transitional housing), Meals on Wheels that
provides on-site & home delivered meals, RSVP (Retired Senior Volunteer
Program), Head Start, weatherization assistance, WIOA (work incentive program),
educational workshops that assist with scholarships & student loans,
budgeting, new home buyers pre-purchasing, home owners post-purchase issues,
and energy savings.
CIPT
(Central Il. Public Transportation) is a branch of CEFS and they provide the
public transportation in the counties that it serves.

Next Meeting: The December 13th conference call
meeting is cancelled. Committee members
decided to keep the same schedule for 2019 and those dates will be:
March 14th Madison Co.
Transit will host in Granite City
May 16th CIPT will host in
Vandalia
Sept. 12th Tri-County Rural
Transit will host in Jerseyville
Dec. 12th will be via
conference call
All meetings will begin at 11am.
The
next meeting will be the election of officers.
We will need a Chairperson, Vice Chair & Secretary. These are 2 year terms.
